The problem with that is the old fabric holds old dirt , stains and smells. And you can't  hide all of that by just putting fabric over it. The old fabric needs to come off , the finish product just looks better. An other short cut many upholsterer do is not re padding the frame . A good upholsterer will always put a fresh layer padding on the entire frame and wrap the cushions , again the finish product just looks better.
